Washington plays a leading role in Internet Governance, which is hardly surprising given the origins of the Internet and America’s technological ascendancy. However, the majority of Internet users are in non-Western countries.

Certain countries such as China and India are catching up in the technology sector and are contesting the way in which the net is managed. Since the Snowden affair this movement is gaining momentum, even if emerging countries are not progressing in a united fashion.
