The First Strategic Lessons to Be Drawn from September 11
The September 11 attacks define a world: a post-Cold War world, torn between the acceleration of globalisation and the worsening of regional disputes. They will compel us to pass a new stage in the strategic thinking transformation that began ten years ago. What must be reassessed are both the military and non-military components of our strategies and defence policies that were, for too long, ignorant as to how the developed countries were creating their own vulnerability.
