Abstract:

The special feature of the 2+4 negotiations on settling the external aspects of German unification was that they only concerned the substantive issues in exceptionnal cases, focussing invariably on finding a consistent format for decisions resulting from bilateral negotiations, or taken in multilateral fora (Atlantic Alliance, CSCE, disarmament).
