Cuba and the United States
Abstract:
Is it possible to envisage a change of attitude towards Cuba on the part of the United States? Jean-Pierre Derisbourg describes the recent relations between the two neighbours: reinforcement of the embargo by the Helms-Burton law in 1995, then the first easing measures introduced by Bill Clinton in 1999 after the Pope’s visit to Cuba. Fidel Castro is trying to reinforce opposition to the embargo in the United States while slowly opening up the Cuban economy to Canadian and European investors. The new occupant of the White House in 2001 will probably have to suspend the embargo because domestic and international public opinion believes less and less in the effec-tivenes of economic sanctions.
