Abstract:
Designed as a measure to ease the embargo on Iraq, the « oil for food » formula has given rise to a programme of an administrative and operational complexity unprecedented in the United Nations’ history. Vital for the population, it nevertheless betrays, over and beyond the humanitarian alibi, some political and economic issues and objectives. In particular, it is part of a logic of maintaining the international sanctions against Iraq, which everybody sees as a lesser evil.
