September 11: A Russian Vision

Abstract:

The September 11 attacks on New York and Washington will lead, from Moscow’s point of view, to a significant change in the foreign policy of the US, to a redefinition of international relations, and to the positive reassessment of Russia’s place in the world. The US could react in two ways: by hardening its existing hard-line unilateralist tendencies, or, on the contrary, by being more open to different forms of international cooperation in the context, and beyond, of the antiterrorist campaign. The same uncertaint exists in international relations: the September 11 attacks could either reinforce existing cooperation in a variety of areas, including economic ones, or assist the forces of chaos. Russia, by joining the antiterrorist coalition, has transformed its position on the international scene: at the same time that it moved closer to the West, it emphasised that it intended to play a major role in relation to the Muslim world, particularly in Central Asia.
