The author focuses on the increasing interest of Germany for the African continent since 2000. A German pragmatic policy, initiated by the United Nations and encouraged by the improvement of the African economic structures, succeeds to a political disinterest after the Cold War. Then, J. Thorel studies the new German ' perception ' of the African continent. The development policy is now being thought in terms of stability and security policy. Acting in this field would mean for Germany to assume its ' worldwide responsabilities '. The author insists on the multilateral approach of Germany in the framework of a ' durable partnership ' defined during the last summit Africa-France. Therefore, if the impuls is real, structural weakness of the development policy must have to be overcame for an effective implementation of its principles.
