Beyond national healthcare systems, COVID-19 questions major global balances, as well as the modes of cooperation underpinning them.

Politique étrangère explores the questions that arise as we envision the post-pandemic world.

Has the World Health Organization (WHO) failed? Has the era of liberal globalization come to an end? Are states doomed to recover their sovereignty? How is the financial sector coping with the crisis? In what ways is this very crisis singular? And what can we learn from those crises happening one after the other?

In his seminal work, Clément Beaune – Minister of State for European Affairs – reveals how French leaders see in those troubled times the opportunity for a new start towards a reformed European Union: the decisions taken during the crisis could entail essential political change.

Urban areas were both victim of and responsible for the pandemic. Beyond this, what does the global urbanization dynamic say of major demographic balances? Is urbanisation inevitable? Does it alter global political balances? Have cities become the new battlefields? And to what extent are cities’ technological controls shaping our future, from smart cities to smart societies?

Finally, as the American election is about to unfold, can we indulge in the hope that the Euro-American security relation will evolve towards a rebalanced Atlantic Alliance? And that Israel will at last break free from the deep crisis within its political system?
