This paper sets out to reveal the workings of a new form of political participation by Israel’s Arab citizens. Having long been invisible and insignificant in Israeli politics, the Arabs are today emerging as an important factor in the Labour Party’s strategy, which is striving to pick up the Arab community vote that has crystallized over the past fifteen years or so thanks to the institutional changes made in the Israeli political system.
